The Department of Disaster Management is well on its way to completing a 5-year Comprehensive Disaster Management Strategy. Comprehensive Disaster Management is a proactive approach to disaster management that places greater emphasis on reducing risks before disasters strike. Its success depends on taking a strong results-based approach, the clear setting of priorities and effective monitoring of outputs.
Lead consultant Mr. Evan Green, with the consulting firm Groupe-conseil basstel Itee, made his second trip to the BVI today to present the draft strategy to key stakeholders of the DDM. The strategy was developed with input from these key agencies with the goal of participatory development so that all vital areas and concerns would be addressed in the strategy. The consensus of the meeting was that the information seemed to be comprehensive and complete. Everyone felt comfortable with the outputs and activities presented. The next step in this process according to Mr. Green is the revision of the Disaster Management Policy which together with the final draft of the strategy will be presented to Cabinet by the first week of February 2009.
When asked about the strategy development process, Mr. Green responded that the “process went very well. It was a pleasure working with key agencies and DDM personnel.
The strategy is very robust and I think the organization of the DDM is strong enough to back up the strategy and programming.” Mr. Green went on to say that “one major positive effect of having the CDM strategy is that the BVI will be integrated into regional and international Disaster Management programmes and will be able to benefit from funding opportunities because of the alignment of the their strategy to the over arching international and regional strategies.’’
Comprehensive Disaster Management (CDM) was originally implemented by the Caribbean Disaster Emergency Response Agency (CDERA) as a medium for harnessing stakeholder contribution to a common agenda of disaster loss reduction and creating an enabling environment for stakeholder programming consultation and coordination. All Participating States of CDERA were urged to develop a Strategic and Results Framework for CDM to guide national programming. The BVI developed its own framework and Strategic Management Plan for the period of 2004-2008. On May 9th 2008, Cabinet approved the formulation of a Comprehensive Disaster Management (CDM) Policy and Strategy for the period 2009-2013 in line with Government’s Manifesto.
