Conference Concept Note

CONFERENCE DATES
The first Comprehensive Disaster Management Conference will be convened by the Caribbean Disaster Emergency Response Agency and it Partners at the Hilton Hotel, St. Michael, Barbados on December 11 - 15, 2006.

CDM CONFERENCE PURPOSE
The purpose of the annual CDM Conference will be to

• Assess the progress of implementation of CDM in the region
• Identify priority future interventions
• Determine a plan of action for accelerating and making effective progress

CONFERENCE THEME 2006

“Building Resilient Communities through
Comprehensive Disaster Management”

CONFERENCE OBJECTIVES
1. To showcase CDM related tools, model products, information and education materials
2. To highlight ‘successes’ through  selected presentations and structured discussions that demonstrate CDM penetration and institutionalization
3. To present the revised CDM Strategy and Results Framework
4. To demonstrate the linkages between the CDM Strategy and the Caribbean Regional Programming Framework that implements the aims of the MDGs, the Hyogo Framework

STRUCTURE OF THE CONFERENCE
In keeping with the Conference theme and to achieve conference objectives, the Conference has been structured in three parts. Part One will consist of Professional Development Sessions, Part Two will focus on Showcasing CDM and Part Three will address the outcomes of the CDM Review Process and linkages to the Global DRR Agenda.

A must see Knowledge Fair and Exhibition will be available for the duration of the Conference for participants viewing and for availing themselves of current thinking and knowledge on a variety of disaster management topics. The Fair and Exhibition will be organized by the UNDP in collaboration with CDERA.

 
Part One: Professional Development Sessions
Monday, December 11, 2006

Coordinated, organized and delivered by CDM partners, each Professional Development Session is designed to instruct participants and share knowledge and information key CDM related tools, methodologies and resources in concise and structured half day sessions designed to maximize the disaster manager’s professional development experience. Each session is designed to accommodate a maximum of sixty persons and places will be offered on a first come first serve basis so register early!


The CDM Professional Development Sessions will take the format of four half-day workshops running in concurrent sessions December 11, 2006 in the morning from 8:30am – 12:00 noon and in the afternoon from 1:30 – 5:30pm.


Part Two: Showcasing CDM
Tuesday to Wednesday, December 12-13, 2006

These sessions will showcase CDM “successes” within a global context, by highlight CDM initiatives that have been undertaken which have/are contributing to mainstreaming CDM at all levels in keeping with Objectives 1 and 2 of the Conference. The first day sessions will run from 8:30am and close at 3:30pm to facilitate participants viewing and participation in the Knowledge Fair and Exhibition before the formal Conference Opening which is scheduled to commence at 6:30pm. The Afternoon session prior to the Exhibition viewing and Opening Ceremony will be delivered by the World Food Programme and will focus on Emergency Food Security Assessments an emerging critical topic for countries consideration as they broaden their CDM Programmes. Day two will see a continuing focus on mainstreaming efforts delivered in varying formats.


Part Three: CDM Review
Thursday to Friday, December 14-15, 2006

CDERA and its Partners with funding support from the Canadian International Development Agency (CIDA) will undertake a review of the CDM Strategy leading up to the Conference. Days 3 & 4 will feature a series of presentations on the outcomes of the review process led by the CDM Consultants. Sessions will run from 8:30am to 5:30pm on Thursday December 14. There will be limited time for Working Groups to review and present comments on the revised CDM Strategy presented.  Immediately following the formal sessions, participants will be invited to complete their participation in and viewing of the Knowledge Fair and Exhibition. Sessions will take the format of both plenary and panel discussions.

The final day of the conference will feature a presentation which demonstrates how the Caribbean CDM Strategy and Regional Programming Framework are aligned to existing Global Disaster Risk Reduction frameworks such as the Hyogo Framework and the Millennium Development Goals.

The Conference closes with an objective outlook for the Caribbean Disaster Management Programme over the next five to ten years.

For interested participants, a guided tour on a space available basis will be presented by the Barbados government.

CONFERENCE PUBLICITY

The primary vehicle for promoting the Inaugural CDM Conference will the CDERA Website at http://www.cdera.org/. Information will be posted to this site on a regular basis to inform prospective participants of progress on planning, registration details, accommodation options and on the Conference Programme. Summary information will also be carried on partner websites for which links will be provided on the CDERA website.

The CDM Conference will also be promoted through a number of activities which will be undertaken during the period September – December 2006 to mark CDERA’s 15th Anniversary.

An appropriate occasion will also be identified to formerly launch the Conference.

CONFERENCE INVITEES

There are three categories of invitees to the Conference which is targeting disaster management practitioners, policy makers, civil society and donor agencies.

1. Participants Sponsored by the Conference Organizers (limited funding is being secured)
2. Participants sponsored by their respective Agency/Business
3. Self sponsored Walk-ins

CONFERENCE FEES

US $400.00 – 4 days.  This fee will include lunch, 2 breaks daily, conference bag, conference materials.  With this package persons will receive the conference proceedings free of cost.

US $250.00 – 4 days.  This fee will include 2 breaks daily, conference bag, conference materials.

US $125.00 – 1 day.  This fee is for those persons who want to attend one day’s sessions and includes lunch, 2 breaks, conference material and document wallet.

US $ 75.00 – 1 day.  This fee is for those persons who want to attend one day’s sessions and includes 2 breaks, conference material and document wallet

CONFERENCE REGISTRATION
