This project is designed to meet the dire need for an enhanced capacity for land-based Search and Rescue. Whilst the region possesses the capacity for hurricane response, the capacity for response to seismic hazards is quite low in spite of the fact that more than 75% of the CDERA Participating States are at risk to these hazards. Hence, little, if any attention has been given to the response needs for such hazards namely Land-Based Search and Rescue. The immediacy of response required for seismic hazards demonstrates the critical need for such an intervention.

This project will therefore seek to address this need by creating an infrastructure for Search and Rescue through training of teams at the national level, the provision of specialized equipment and materials and the enhancement of the capacity of CDERA, to lead and coordinate Search and Rescue emergencies. 

The project will also complement initiatives in Warehousing and Search and Rescue supported by US/SOUTHCOM, and proposed training initiatives with CIDA. It will provide a critical link to the CDERA/SOUTHCOM agreement to focus on the development of an emergency supplies and transportation network to begin in 2002.
